The German Passenger Locator Form is an online health declaration or a digital registration on entry that is mandatory for all travelers who have previously been into a high-risk area or an area of variants of concern who wish to enter Germany.

The German PLF was introduced under the Ordinance of Coronavirus Entry Regulations on the 30th of July, 2021. The new regulations state the current rules relating to quarantine, testing, online registration, as well as a ban on carriage.

The health form needs to be filled by both foreign citizens as well as German citizens who have, within the last 10 days, visited any country that's currently listed as a high-risk area or an area of variants of concern. The list of countries may change over time; thus, it's crucial to check it before submitting the form.

The new Digital Registration on Entry for Germany has been introduced as a form of additional precaution regarding the ongoing Covid-19 pandemic since it aims to reduce the spread of Covid-19 within the country.

Requirements for the German PLF

Visitors to Germany who have been in one of the high-risk or variants of concern countries must provide essential information regarding their personal details and the details of their planned stay in Germany.

Moreover, each traveler must provide proof of having one of the following documents:

  • a negative test result against Covid-19
  • full vaccination certificate (only four vaccines are currently accepted by Germany: Pfizer, Spikevax, AstraZeneca, and Johnson&Johnson)
  • recovery certificate

Applicants should prepare an address of their permanent/temporary accommodation in Germany, travel details (e.g., dates of arrival, a flight number), and one of the above-listed documents to successfully fill the PLF form.

How to fill the German PLF?

The German PLF must be filled out online within 72 hours prior to entry into Germany. Travelers must first prepare the required documents (listed earlier).

Next, applicants should complete the digital registration online following these 3 steps:

  1. Provide the essential information in the online form and double-check to avoid making any mistakes.
  2. Cover the issuing fee using any preferred online payment method.
  3. Wait for the Digital Entry Registration confirmation delivered to their email inbox in the form of a PDF file.

The confirmation can then be kept in a digital or printed copy and presented upon arrival to Germany.

What do high-risk and variants of concern areas mean?

The Federal Republic of Germany distinguishes two main terms upon introducing the new entry requirements:

  • a high-risk area
  • an area of variants of concern

A high-risk area is any country or territory with an exceptionally high number of Covid-19 cases. In comparison, the area of variants of concern is simply any destination that has had cases of new variants of the virus. The second option is particularly dangerous because the vaccines may not be resilient in such cases.

The lists of countries are updated and therefore should be checked by travelers planning to visit Germany regularly.

Do children need to have a PLF for Germany?

Children must be included in the Passenger Locator Form prior to entry to the Federal Republic of Germany if they have visited any of the high-risk or variants of concern countries.

However, children under the age of 12 are exempt from providing proof of being fully vaccinated, having a negative Covid-19 test result, or recovery.

The information on behalf of children (aged under 18) can be provided by their parents or legal guardians.

Do I need to quarantine in Germany?

The Federal Republic of Germany has imposed a quarantine requirement for those who have been in a high-risk area or an area of variants of concern within ten days of entering Germany.

The quarantine period depends on the country visited prior to visiting Germany:

  • high-risk area - 10 days (possibility of shortening this period to 5 days if a test is taken)
  • area of variants of concern - 14 days (no possibility of shortening the quarantine period)

Is testing or vaccination required to enter Germany?

Yes! All travelers aged 12 or over must submit one of the following documents:

  • proof of being fully vaccinated
  • proof of recovery
  • a negative Covid-19 test result

If a person crossing the border has (within the last 10 days) visited an area of variants of concern; they must also provide a negative test result (even those who are fully vaccinated or have recovered from Covid-19).

Ban on carriage in Germany

Any carriage in Germany (air, bus, train, sea) cannot take on passengers who have (within the last 10 days) visited any country/territory that has been listed as an area of variants of concern.

This ban is yet another regulation implemented under the Ordinance on Coronavirus Entry Regulations, which is valid until the end of 2021.
