As for the visitors denied entry without a regular visa, the regulation applies to citizens of Afghanistan, Bangladesh, Canada, Colombia, Jordan, Pakistan, Somalia, the United Kingdom, and the United States. They must get a travel permit from an embassy or consulate to visit Iran.
Iran eVisa Application Form
